The applicant asks Canyon County to change about 3 acres at 22664 and 22669 Calla Lily Lane near State Highway 44 in Middleton from residential to commercial, and to rezone it from R-2 to C-1 so it can operate as a special events venue. The plan includes a new event center building, a renovated barn, an office, a beauty salon in the existing farmhouse, a caretaker residence, and about 112 parking spaces. Staff recommends approval.
The applicant, The Architects Office PLLC, representing owners Ken and Sandy Hooker, is requesting: 1) OR2025-0017: A comprehensive plan map amendment of Parcels R23913, R23913012, and R23913012A, approximately 3.02 acres, from a “residential” designation to a “commercial” designation; and 2) CR2025-0007: A conditional rezone of Parcels R23913, R23913012, and R23913012A from a “R- 2” (Medium Density Residential) zone to a “C-1” (Neighborhood Commercial) zone, subject to a development agreement for a special events facility and accessory commercial uses. The applicant requests approval of the subject permits to establish a special events business on the subject parcels. The use includes a new event center building, new landscaped areas, an on-site office, and a newly renovated barn. The existing farmhouse will be repurposed into a beauty salon, and an existing dwelling will be converted into a caretaker residence. To ensure the use minimizes impacts to the area, the following conditions are proposed as part of the development agreement: 1. The development shall limit the commercial uses to low-impact uses which are related to the primary event venue use, such as a caretaker residence, church, personal service shops, offices, and special event facility. 2. The maximum number of guests on the property shall be limited to 200. 3. All new development shall comply with the current building codes and zoning ordinance guidelin
