Notus-Parma Highway District No. 2 asked to change the future land use designation of about 38 acres near Parma from Agriculture to Industrial. The parcel is at 29211 Hwy 95 and takes access from US-95. The Planning and Zoning Commission recommended approval of the map change to the county board.

The applicant, Notus-Parma Highway District No. 2, represented by Alex Jones, is requesting the following: (1) Comprehensive Plan Map Amendment of Parcel R38701 (“the subject property”), approximately 38 acres, from the agricultural future land use designation to the industrial future land use designation, and (2) Conditional Rezone of Parcel R38701, from the “R-1” (Single Family Residential) zone to the “CR-M-1” (Conditional Rezone Light Industrial) zone. The subject property is located at 29211 Highway 95, Parma, ID, also referenced as a portion of the SE¼ of Section 5, T5N, R5W, BM, Canyon County, Idaho. Per the applicant’s letter of intent, Notus-Parma Highway District No. 2 (NPHD) “…plans to utilize the property for its operations (office space, garages, and storage of equipment, etc.) as it provides ample space for expansion and direct access to the highway” (Exhibit A2). Additionally, the applicant may later pursue division of the subject property which may result in additional industrial and commercial uses. To address these potential uses, the applicant has proposed restricting some of the uses on-site (see Exhibits A2 and A2.1).
