The applicant asks to rezone a 6.46-acre corner of a 70.89-acre property on Middleton Road near Middleton, Idaho, from agricultural to rural residential so that three home lots of about 2 acres each can be created. The other roughly 64 acres would stay agricultural and could not be built on. Staff recommends approval, and the Planning and Zoning Commission was set to hear the request on May 7, 2026.

The applicant, Greg Payne, represented by Matt Wilke, is requesting a Conditional Rezone for a 6.46-acre portion of an approximately 70.89-acre parcel from the “A” (Agricultural) zone to the “CR-RR” (Conditional Rezone-Rural Residential) zone. The request includes a development agreement to limit development to 3 buildable residential lots. If approved, a subsequent subdivision application will be applied for to create three (3) residential parcels out of the 6.46-acre portion in the northeast corner of the 70.89-acre parcel. The remaining 64.43 acres is proposed to be a non-buildable agricultural-only parcel.
