Marc and Julie McConnell want a waiver of the city's open-style fencing rule so they can build a decorative concrete fence/wall at the rear of their 1-acre home site at 1193 West Hempstead Drive in Eagle. The wall would sit at the top of an existing berm next to Chinden Boulevard to reduce traffic noise, and would match two similar walls already built on nearby lots. No new buildings are proposed.
