The Garden City Urban Renewal Agency has proposed the South of Chinden Urban Renewal Plan for a district of the city south of Chinden Boulevard. The plan would use tax increment financing to pay for public works such as larger water lines, streets and sidewalks, bike and pedestrian paths, burying power lines, and park improvements to encourage redevelopment.
