The City of Nampa is considering adoption of the Southwest Nampa Specific Area Plan, a land use and transportation plan for roughly 2,700 acres between Indiana Ave and Middleton Rd, north of Lake Lowell. It would update the city's Future Land Use Map, move commercial uses into a central hub at Midway and Lone Star Roads, and keep lower-density housing near the Deer Flat Wildlife Refuge. Full buildout is estimated at about 5,500 to 10,500 new homes.

Adoption of the Southwest Nampa Specific Area Plan and change to the Future Land Use Map to include the boundaries of the Southwest Nampa Specific Area Plan.
