Lifespring Christian Church is asking the City of Star to rezone its 1.64-acre property at 174 and 198 N. Star Road, north of W. State Street, from residential (R-4) to Central Business District (CBD), with a development agreement. The church would remodel its existing building in two phases, upgrading the front entrance and adding offices, nursery and children's space, and replacing a portable classroom building on the south side with a permanent addition. Staff recommends several additional uses, including a child care center, farmers market, events facility, commercial parking lot and recycling center, each subject to later zoning review.

The Applicant is requesting approval of a Rezone to Central Business District (CBD) and a Development Agreement for a proposed future commercial development. The property is located at 10122 W. State Street in Star, Idaho, and consists of 6.27 acres.
