Carlos Torrez is asking to change a 3.54-acre property at 246 N Robinson Blvd, near Nampa, from agricultural to commercial and mixed-use zoning. He would use it for his landscaping business's staging area and contractor shop, a retail and wholesale plant nursery, and seasonal fireworks sales. The county planning staff recommended against the request, finding it does not fit the mostly residential and agricultural surroundings.
The applicant, Carlos Torrez, requests a Comprehensive Plan Map Amendment from Agricultural to Commercial and Conditional Rezone from an “A” (Agricultural) zone to a “CR-MU-A” (Conditional Rezone – Mixed Use Arterial) zone of Parcel R30590011, approximately 3.54 acres. The request includes a Development Agreement restricting the development to the following uses: general fireworks sales and other items, nursery (retail/wholesale) and a staging area and contractor shop for the applicant’s landscaping business. See Exhibit A2 for more details.
