Josef Smith asks Canyon County to rezone a roughly 10-acre parcel at 28049 Happy Hill Lane, near Sand Hollow Road in Caldwell, from Agricultural to Rural Residential. The rezone would split the parcel into two lots, each with a home that is already built, and would allow a secondary dwelling on the east lot only. The request includes a development agreement limiting development to two residential lots. The subject property is located at 28049 Happy Lane, Caldwell, also referenced as a portion of the SE quarter of Section 10, T5N, R3W, BM, Canyon County, Idaho. See Exhibit A for details.
