County denies plan for 54 townhomes and a vet clinic on rezoned commercial land

The Ada County Board of County Commissioners denied the request on June 30. It would have rezoned about 8.41 acres for higher-density housing, added 24 commercial lots, and allowed an 8,432-square-foot veterinary clinic.

The Winters Run Subdivision, at 5960 S Snowy River Way in Ada County near Boise, is a requested rezone and subdivision. Staff recommended postponing the item to the March 12, 2026 public hearing because the Ada County Highway District is still reviewing the project's traffic study.

Modification of the Winters Run Subdivision. The subdivision application will consist of 54 residential lots, 24 commercial lots, and 12 common lots. This project includes a zoning ordinance map amendment, planned unit development, master site plan, private road, and a development agreement modification (Project #201201115 DA-DM). The zoning ordinance map amendment will rezone approximately 8.41 acres to the High Density Residential (R12) District. In addition, a master site plan for a veterinary clinic on the site has been submitted.
