Conger Management Group wants to bring nearly 18 acres of vacant county land into Meridian and build 162 homes on it, a mix of multifamily units and single-family detached houses. The project, called Skyhaven Subdivision, was filed Oct. 14 and goes before the Meridian Planning and Zoning Commission on Dec. 3. The land is owned by C4 Lease LLC.

The application bundles three requests. Annexation and zoning would move the land from county jurisdiction into the city and give it a city zone, in this case R-15. A conditional use permit is case-by-case permission for a use the city reviews individually and can attach conditions to. A preliminary plat is the first map that divides the land into lots and streets.

The application describes 55 lots: 47 for buildings and eight common lots for shared space. Of the 162 units, 18 would have one bedroom and 144 would have two or three. Most would fall between 500 and 1,200 square feet, with 27 larger than that.

About a quarter of the site, nearly 4.5 acres, is set aside as open space, the application says. Planned amenities include a clubhouse, dog park, sports court, fitness facilities, walking trails, a picnic area, and a water feature with seating. The city's future land use map designates the whole site for medium-high density residential.

Dense by Meridian standards

At about nine homes an acre, Skyhaven ranks fourth of 33 Meridian annexations in the past three years that list both homes and acreage. The typical request in that group came in at about four homes an acre.

Gross density: site acreage includes open space and roads.

Only three were denser, and two shared a name. Rolling Hill1, a 154-unit apartment and commercial project on 6.9 acres, was denied by the City Council on Nov. 19, 2024. A later filing also called Rolling Hill2 was approved at more than 24 homes an acre, and Pine 43 Mixed Use Subdivision3 was approved at about 21.

Only three Meridian annexation requests in the past three years proposed more homes per acre than Skyhaven.

By sheer number of homes, Skyhaven sits in the middle of the pack, 16th of 34, close to the typical request of 135. Denials have been rare: of 53 annexation filings in the past three years, 39 were approved, one was denied and three were withdrawn. The rest are still pending.

What's already around it

The nearby subdivisions are mostly detached-home neighborhoods built at lower densities. About a quarter mile away, the council approved Skybreak No. 44, 48 lots at under six homes an acre, on Sept. 23, 2025. A change to Skybreak No. 15, just under a quarter mile away, would turn one lot into a common lot for a private street.

About half a mile away, Reveille Ridge No. 16 was approved Dec. 16, 2025, with 68 lots on a similar amount of land. Starling Ridge Subdivision7, another annexation request about three-quarters of a mile away, seeks 211 homes on about 61 acres and is still under review.

The closest comparison in density is about a mile away: Hill's Century Farm Townhomes8, 71 townhomes at nearly eight an acre, approved Dec. 16, 2025. A Calvary Chapel Treasure Valley building9 was also approved about a quarter mile from the Skyhaven site.

Conger Management Group shows up on two other Meridian filings. It is the applicant for Rockwell Greens Subdivision No. 110, a 51-home final plat about 10 miles away with a hearing set for Oct. 27. It is also on Cielo Azul Condominium11, which split two office buildings into eight units and was approved March 3.

What isn't known yet

  • No documents are public. The city's description says a narrative "will be uploaded," and no site plan or plat drawing is on file yet.
  • The acreage doesn't line up. The application gives the site as 17.66 acres but asks for R-15 zoning on 20.1 acres, and the county assessor lists the parcel at 9.1 acres. The filing doesn't explain the difference.
  • The housing mix is unclear. The application lists 162 units but 47 building lots, and it doesn't say how many would be detached houses versus multifamily units, or exactly what the conditional use permit would cover.
  • Traffic review is still under way. The application says the highway district has accepted a traffic study, but the district is still reviewing the filing.

What happens next

City staff are reviewing the application ahead of the Dec. 3 commission hearing, which comes 50 days after filing. For Meridian annexations decided in the past three years, the median time from filing to a final decision was 183 days.

The applicant held a neighborhood meeting Aug. 13 and met with the city before applying on Sept. 22. If the project moves forward, it would need public water, sewer and streetlights, and a separate subdivision permit from the city's public works staff.
