Council approves easement removal for unpermitted backyard ADU
Wendy Mosher sought to vacate about one foot of an 8-foot utility easement along a rear property line. The unit, built in August 2024 without permits, partly sits in the strip, which has no utilities, so the owner can now seek a permit. The council decided Dec. 1.

The Nampa City Council approved a request by Wendy Mosher to vacate a portion of an 8-foot-wide utility easement along the rear property line of 2218 Jodi Ave. An accessory dwelling unit was built over the easement in August 2024 without the needed permits, and removing the easement lets the owner seek a building permit. The city engineering division and Idaho Power said no utilities are located in the portion being vacated.
Require vacation of easement to allow for existing ADU location, which extends into easement.
