The owners asked the City of Nampa to annex the property at 3023 S Happy Valley Rd and zone it for single-family residential use, and to allow a 13-bed assisted living facility there. The City Council denied both the annexation and the zoning request on March 2, 2026, and the permit request went down with them. The council cited neighborhood character, compatibility with nearby homes, and inadequate road shoulders and emergency access on Happy Valley Rd.
