Welltower's Vista Point subdivision would create 157 buildable residential lots and 29 common lots on about 43.93 acres at 2017 W Victory Road. The City Council approved the preliminary plat in February 2023, and the applicant now requests a one-year extension to February 14, 2027, which staff recommends approving.

The project site currently consists of vacant land on approximately 44 acres. Vista Point will include 800 rental residential units, ranging from studio to 4-bedrooms, with a mix of single-family detached, townhome-style attached, and podium apartments. The building arrangement and site design create an attractive, urban-feeling landscape. Internal driveways and bicycle and pedestrian pathways provide connectivity and integration to surrounding properties. The proposed multi-family use is consistent with Blueprint Boise, compatible with surrounding uses, and adequately served by existing utilities and City services. Vista Point provides needed and walkable housing near the Vista Avenue transit corridor and convenient access to nearby commercial areas and Interstate 84. The project blends with the surrounding single-family neighborhoods by providing lower height and lower density housing along the east, adjacent to existing single family residential, and transitioning to taller and denser apartment buildings to the west, adjacent to vacant land designated as Mixed Use on the City’s Future Land Use Map. Vista Point includes a subdivision application to allow for the extension and development of public roads through the project. The site plan proposes three connection points extending stub streets from the subdivision to the east, and two connection points for traffic from Victory Road on the north.
